Remove the floating top banner or make it less tall

in MOSC - Suggestions for Community Improvement

The top floating banner of each page is about 1 inch tall. Can the web developer of this web site shrink that? Or make it part of the webpage so when we scroll down, it will scroll off screen like the rest of the webpage? Nowadays most people use a laptop and the screen space is quite precious.

 If this banner must stay, could you move it from the top to the left? A screen has a larger width than the height.
