Commitment Preference Help

I'm trying to figure out why the commitment preference is not working as expected.

As far as I can tell, everything is set up correctly. I'd like to see if I can get a quick review to see what I'm missing. I had this working before the user started testing, and now it no longer works and I can't tell what has changed.

I've attached the set up - appreciate the help!
