F49211 missing lines

Hi,

We currently do not use Transportation but I wanted to enable and start testing in PY. Once I did that we started having random errors with SOE and it turned out that these were related to missing records from F49211.

I have some questions about F49211.

What determines which F4211 lines are written to the F49211? The vast majority of the F4211 lines have a match but not 100%. It's not consistent on the line type as to whether it exists or not.

How do I ensure everything is written to F49211 so that I can re-enable Transportation?

How do I get missing records added so that we don't happen to have an error if an existing order needs to be maintained after enabling Transportation.
