Do Vacation Rule with delegate option override the current user access

we are using R12.2.9 , i need to know if we make vacation rule with delegate option from user A to User B to approve journal for cost center 001 and 002, currently this user B having access to approve cost Center 003, 004,005 , do this vacation rule will override his current approval cost center like user B will lose the access to approve for Cost center 003,004,005 ?
