Problem with DBMS_DST.begin_upgrade

Oracle Database Enterprise 19.14


I'm migrate database from 12.1 to 19.14 in pos upgrade tasks, when go upgrade timezone from 18 to 32, with DBMS_DST.begin_upgrade the process don't finish, i'm waiting for 10hours and not complete, not appear any error.


Any solutions ?
