eAM Failure Sets - can these be deleted

Our users have created a number of Failure Set headers in error.

These do not have any records associated and no asset groups assigned. It looks like we can only end date these Failure Set headers. Is it possible to delete?

If not able to delete - is there a way to have the view modified to only show active failure sets?

We are using EBS 12.2.11
