How can I activate Task button on Application Toolbar?

I'm encountering an issue with the Task button functionality within the Siebel application toolbar. Despite accessing the application, I find that the Task button appears to be read-only, preventing me to view the task pane view.

Could someone kindly provide insights or suggestions on how to address this issue effectively? I'm particularly interested in understanding potential causes for the read-only status of the Task button and steps to troubleshoot or resolve this issue.
