Is there a way to allow an item to be booked to a SO, be cancellable, but not invoice till released?

We recently upgraded to R12.2.10 of EBS. The part numbers are set up as Finished Goods but are not transactable (they will only invoice). I created a hold that does not allow the line to invoice until released, but using this workflow activity of "Line level Invoice Interface", we are unable to cancel these lines becuase upon booking they go into line status of Awaiting Invoice Interface - On Hold. How can I set up these sales order lines / part numbers so they only invoice upon release but are cancellable if needed?
