Why does TRCS Application doen't have the feature of Business rule to write?

Tax Reporting Application:

There is no option to write a business rules in TRCS Application, other then Member formulas?

I was facing a lot off issue while working on some Calculation. The issue is not the logic it's a issue while opening the form due to lot of calculations are inter related. I optimize the script still it's an issue to open the forms with suppression.
