Afer Fresh Install on an AWS VM Agent is blocked by OMS but no longer shown in OMS

Oracle EM 13.5

Oracle Agent sw 13.5.0.0.0

Oracle Database 19.16

The Agent was formerly installed on that host and running. Than Host broke down and was installed from scratch.

After Installation of the Agent I was unable to resync the newly installed agent.

So I deleted the Agent from OMS and reinstalled the agent on VM

Agent is installed okay, but no Entry in OMS listed - and Error Message in gcagent.log

2024-02-23 13:39:09,472 [49:88AC468A] INFO - Reason the OMS blocked the agent: Plug-in mismatch found between agent and repository. Please perform an agent resync to unblock the agent. Mismatched plug-ins: [ The plug-in is oracle.sysman.db
