What W-2 job updates the Update Employee Tax Data with a new date and lists the update by System?

Noticed when looking at the Update Employee Tax Data row, that W-4 rows that have an earlier effective date normally would show updated by Emp Sf Svc, are now showing Updated by System and have a Date Last Updated of a January date. In reviewing this, it is a pattern that has taken place for several years. For example: 8/3/22 effective dated row of a tax change made using Self Service shows Updated by System and Date Last Updated 1/11/23.
