perspective registration process without SLM

Hello,

is SLM module required to initiate perspective supplier registration using external URL? we have supplier portal link however dont have SLM. With the supplier portal license can the external vendor register as perspective supplier and use AME approval?

We are in ebis 12.2.3 version
