ELM9.2 Program Equivalency Question

ELM9.2 (on-prem), Currently on PUM21

Do we know if there is a bug pre PUM22 that relates at program equivalences not working?

Currently I have Program A that is equivalent to Program B. I have already completed Program B but when I register for Program A it does not give me a completion. Is this by design or a program bug?
