Why isn't Add to Agreement available as an option in Demand Workbench Document Builder?

Scenario:

A small amount of new line items from a Requisition need to be added to an existing Blanket Purchase Agreement. The only way to achieve this from Demand Workbench seems to be to go via an RFQ but that is a lot of extra effort and clicks and unnecessary supplier engagement if there isn't actually any need to do a sourcing event. With pricing being obtained by a simple telephone call or email the desire is to simply have an Add to Agreement option in Document Builder. A bonus additional option would be to optionally keep the Requisition lines open
