Orphan Payline created with no corresponding JOB Record

Just in the last couple of weeks we have started getting these orphan paylines with no corresponding JOB record. Their JOB record has been for a different company. One of the orphan paylines did not have an employee ID and the Employee Record was 8224, found through sequel.

Could this be a bug introduced in the last tax release 24-A ?
