ODA patch 19.21.0.0.0 ODACLI restore-node -g ERROR TFA_ODA package not installed

Patching an X8-HA from 19.20/7.9 to 19.21/8.8. Got through all the steps to include imaging, plumbing the network, updating the repository, ... all the way up to restoring the Oracle Grid infrastructure using the odacli restore-node -g command. after about an hour and a half, I get PRGH-1030: The environment on nodes XXX do not satisfy some of the prerequisite checks. Checking the describe-job with the --ecr it tells me that the TFA-ODA package is not installed.

Any suggestions?
