Should additional FIT and SIT be deducted before STATE MISC 1 and STATE MISC 2?

When additional FIT and SIT are deducted before STATE MISC 1, STATE MISC 2 and STATE MISC 4? IF the employee does not have enough Earnings, then the employer is left to pay these taxes.
Is there a way to reprioritize which taxes are taken out before the Federal and State Taxes? We would think that Miscellaneous taxes should be taken before Federal and State taxes.
