Incorrect Last Start Date in JOB

We have a new hire with only a Hire row in JOB. The effective date of the Hire row is 2/26/24 but the Last Start Date is listed as 2/20/24. My understanding is that Last Start Date is auto populated by the system and in this scenario, since it's a Hire row, Last Start Date should update to match the effective date of the Hire row (2/26/24). I can't find any way to manually update Last Start Date. Does anyone know how this can be fixed?
