Can we Create Policies in Traditional audit

Hi All,

In 19c Database audit_trail=db and Unified Auditing=FLASE. Question here is it possible to create policy and audit (object/user/privs) based on requirement.

Audit policy applicable only if unified auditing set to true or we can create policy in traditional audit. ??? Please clarify.
