How do we get the 'regional" information to be displayed in preferences as it is hidden?

Oracle V12.2.12

The following information is hidden for some users and we need to have it displayed so that we can check to ensure the date format is correct as after the upgrade some users are getting an error message to contact the system administrator since the date format is incorrect and Oracle does not recognize it.
