Adding lines to an existing order via oe_order_pub.process_order returns U.

When adding lines to an existing order that is ON HOLD, oe_order_pub.process_order returns U. Hold applied against order based on Customer Number and lines are not added to the order.

Order is in Entered Status. How can this hold bypassed?
