Getting errors while creating the stock locators from api (INV_LOC_WMS_PUB.CREATE_LOCATOR)

We have loaded the flex_value in FND_FLEX_VALUES table after that we are using api (INV_LOC_WMS_PUB.CREATE_LOCATOR) to load the locator and getting error Getting error message: Invalid status ID.
