No link to container management in EM page for CDB

Oracle Database 19.c

Version: 19.22.00

Hi, I've installed and setup a new instance of Oracle Database 19c (19.22.0.0). 

It's a single instance with one CDB and two PDBs

I can access with EM to CDB at port :5500 and each PDB at ports 5501 and 5502

But in the status section of EM for CDB (:5500) there is no link to access to container management. Is it normal?
