Unable to autopopulate Schedule Value into Change Commit BP Line Item

An issue arose in customer UAT related to the Change Order business process. When the user is adding negative lines to either move costs between SOV lines or close out a contract upon completion, if the amount of the negative line in the Change Order exceeds the Scheduled Value of the line, the record cannot be advanced to the end step due to the system not allowing the scheduled value to be < $0. There was an enhancement announced in 23.10 that would allow us to solve this problem by adding a validation to the detail form by being able to autopopulate
