Withholding Taxes in Puerto Rico

We're setting up a new Business Unit in our Oracle Fusion instance and want Withholding Taxes to be withheld just as one of our current Business Units (it is working for the original Business Unit). After setting up the new Business Unit and the tax configuration implemented for the new Business Unit the withholding taxes are not being calculated. The withholding taxes are for Puerto Rico. It seems all configurations were completed and the WHT flag was set at the Supplier Site Assignment level, but the taxes are not being calculated when the invoice is posted to
