Is BI Publisher Desktop Plug-In Free To Download Or Do We Need A Separate License For It

Question - The BI Publisher Desktop plug-in that can be downloaded to work with MS word excel, is it a free plugin to be installed on machines or does it require separate license for it? We are trying to ascertain if downloading the plugin will have any licensing implication or not? Can someone please guide basis their experience?
