VR Vacation Rollover - Calculation

I am trying to figure out how the VR Calculation method works. I have a Rollover table setup.

VR Table Method, R Table Type.

Employee Details

Original hire date 08/06/1990

Date Started/Rehired 10/17/20211

Participation Date 10/17/2011

During the YE 2023 Rollover the employee only rolled over 80 hours instead of the 120 he was entitled.

What is wrong with my rollover table. Is the VR using Years of Service to calculate the entitlement? I saw in on of the Oracle documents that VR was for Hours. Is this using the hours worked in the last week of the Year to calculate the entitlement?


How is the VR table method calculating the correct entitlement?
