why after applying new patch that upgrade database from 19.14 to 19.22 effect the package UTL_HTTP

Following the recent patch that upgraded the database from version 19.14 to 19.22, we have encountered a problem with the UTL_HTTP package. Specifically, when we attempt to send Arabic characters, the communication methods of UTL_HTTP return corrupted data. However, we have not encountered any issues when sending English characters.
