19.22 Windows - ORA-01036: illegal variable name/number

Oracle Database 19.22 Windows - ORA-01036: illegal variable name/number

Problem Description :

I had 19.21 Windows and I applied the bundle patch 19.22 Windows 16-Jan-2024.

And now after the database startup the error ORA-01036 shows up in the alert log.

19.21 Windows was not having this problem and I did not find ORA-01036 in the alert log after the database startup.
