Phantom materials and resources costing

In Fusion, Cost Accounting.

We have rolled up finish goods that have buy components and phantoms.

This is also our understanding, we don't have subassembly in the work definition, its all buy components and phantoms.

Issue is as follows:

Observed behavior:

Phantom material: lower level

Phantom resources: this level

Expected behavior:

Phantom material: this level

Phantom resources: this level

OR

Phantom material: lower level

Phantom resources: lower level
