Oracle 19c DBCA fails with ORA-13516 error

Oracle 19c Database Configuration Assistant (DBCA) fails with ORA-13516 error

Attempting to create and configure a single instance database. 

Tried twice (2x). Failed both times.


Using Standard Edition 2, not Enterprise. 

Schema passwords do not contain a space or special characters.

Get errors:

ERROR at line 1:

ORA-13516: AWR Operation failed: AWR Schema not initialized

ORA-06512: at "SYS.DBMS_SWRF_INTERNAL", line 356

ORA-06512: at "SYS.DBMS_SWRF_INTERNAL", line 389

ORA-06512: at line 1
