item template updation of an item through interface

we are trying to update an item template of master org and child org at a same time.

we have observed that for master org template is ''Item Non Sr control'' however for child it is ''make''.

further we ran item import and observed that for master org template got update as ''Item Non Sr control'' but for child org it is got update as ''Item Non Sr control' instead of ''make''

so when we debug further and observed template 'Make' is not setup in lookup and user item type field was blank on template form.

the question is

is it seeded behavior that master template get updated for item in child org
