APEX: How do you update the unsubscribe URL in APEX?

Version 21.2.8


When we click on the URL to unsubscribe to an interactive report the URL isn't picking up the environment name and nothing happens. We have seen notes saying you can add the environment manually but this isn't the 'fix' as users are not expected to do this. The URL should just work. Not sure if a bug or we can actually update a profile option or setting within APEX or not? Thanks
