PICKING LOCATION SEQUENCE

I'm managing a customer with fixed locations and FIFO logic, I'd like to define a location picking sequence.

I have inserted in P46095 the Picking Tie Breaker Rules = 4

i have inserted in P46020

In the example I'm doing, I've entered a descending order, but when i try to do Picki confirmation (P4617), The picking sequence is not respected.

what I did wrong, how do I enforce the sequence?
