Cost and Rules Change option

Oracle Fusion Assets

We want to do Cost mass adjustments using "Adjust Assets in Spreadsheet" task. But we are not able to see option "Cost and Rules Change" in the Transaction Type when we select the respective book. Other options are available but only "Cost and Rules Change" option is available in the LOV. Please advise what could be the reason and how to achieve this functionality.
