In the Procurement Command- Procurement Operation- why does the Summary Dashboard not load?

Oracle EBS R12.2.7. We are installing ECC version 9. We cannot get the Procurement Operation, Summary Dashboard to load. We have ran the full load on the following:

PO ECC Data Load

PO ECC Supplier Analysis Data Load

Project Procurement -Item Analysis ECC Data Load

I do not see any required profile option PO: Item and Supplier Analysis Data-load Cut-off which we added.
