Some modules not install issue on sqldeveloper-22.2.1.234.1810-x64

I have the following warnings when I run sqldeveloper from Windows:

" Warning - could not install some modules:

oracle.javatools - org.netbeans.InvalidException: Netigso: C:\Users\<user>\Downloads\sqldeveloper-22.2.1.234.1810-x64\sqldeveloper\ide\lib\...jar: Not found bundle:oracle.javatools

oracle.external.nlsrtl - org.netbeans.InvalidException: Netigso:   "

I click the "Disable Modules and Continue" but the app try to run a few seconds before it disappear. I follow the instructions to try to search for C:\Users\<user>\AppData\Roaming\sqldeveloper to try to clear the contents but I don't have that directory. I am using the Oracle Wallet method to login. I have C:\Users\<user>\Downloads\sqldeveloper-22.2.1.234.1810-x64\sqldeveloper. I don't want to reinstall my sqldeveloper since all my connections will be gone if I do that.
