Issue with Benefits Program Participation Record

Issue: We have an issue with Fluid Job data transaction. We are trying to promote and employee by assigning a new positoin number. In the same transaction, we are trying to change Benefits Program by adding a new row under Benefits Program Participation section.

Though employee promotion transaction is getting inserted into Job data, Benefits Program is not getting inserted into Benefits Program Participation Record.
