Installing Oracle 19.3 on Windows 2019, Central Inventory is created in my user profile

I am new to Oracle and Oracle installation. The central inventory is created in my ..\appdata\local\temp directory. The documentation indicates that the directory should be created on C:\Program Files\Oracle\Inventory.

Although the software installs and I was able to use the database, I was unable to apply a patch.

I haven't see a location were I specifically set the path to the inventory directly.

What might I be doing wrong?
