ECC Developer Home page is displayed as Blank after ECC upgrade to V11

Hello

We successfully upgraded ECC from V8 to V11 by following Doc ID 2495053.1 and all necessary patches are already applied.

However, when we login with SYSADMIN and navigate to ECC Developer Home page, it appears to be blank.

I would like to know the cause and remedy for this.
