Where do I apply Patch 32012400?

I have OEM 13.5 with a 19.3 repository. I use it to monitor a number of environments. I'm experiencing the issue outlined in ORA-13602: The Specified Parameter RETAIN_UNIQUE_INDEX Is Not Valid For Task Or Object (Doc ID 2743500.1) .

The environment I'm trying to run the SQL Access Advisor on is an EBS 12.1.3 with a 19.13.0 DB.

I'm trying to figure where I need to install Patch 32012400. I'm thinking it needs to be installed in the 19.13 database I'm trying to run the SQL Access Advisor against, but I'm unclear.

Please advise.
