Oracle Enterprise Manager for Oracle 19.22 db

Oracle Database control console for 19.22

We are running on a Windows 2022 platform. We did an install of 19.3 and have patched to 19.22

At the end of the install we received the message that the EM console was accessible at https:\\[SERVERNAME\:5500\em

However, it does not respond. I have read through quiet a few posts and it appears that it no longer supported and customers are expected to use SQL Developer or Cloud control.

The emctl command is not recognized as a command, there is no emctl service. There is no Oracle_home\OC4J directory, There is an XDB service in the listener.
