PO requisitions are not creating as per planned order (Split Sourcing)

Oracle R12.1.3 EBS

I have created new sourcing rule with Supplier A(60%) and Supplier B(40%)

Both Supplier have rank 1.

Ran data collection and unconstrained VCP plan, planned order got created correctly 60% source from supplier A and 40% from B.

Even able to see same sourcing rule on the planned order.

But when I release these two planned order, PO requisitions are getting created for Supplier A only.

Both suppliers have Global ASL and blanket purchase associated with this ASL.

No Supplier Capacity constraints.
