Does Oracle enforce tax treaty limits for NRA's

Oracle Payroll - 12.2.10

Is there configuration we can do for Oracle to enforce treaty limits for NRA employees. I've been trying to find good documentation but can't seem to find it. What I have found is unclear if it just reports they are over the limit or if system can actually enforce the limits.
