Sanity check, looking for clarification on use_dedicated_broker parameter.

Hello all,

RHEL 8.8

Oracle 19.21 mutitent

in the cdb the below parameter was not set but the value is false but default_value is true and it shows ISDEFAULT.

looking for clarification on use_dedicated_broker parameter. Am i missing something?
