Does the database in EBS need to be fully licensed to create indexes from an MOS document?

The client is encountering a performance issue while running the AutoInvoice process. We found the MOS document "How to Setup AutoInvoice For Optimal Performance (Doc ID 1083467.1)". In it, part of the solution is to create custom indexes. Can these indexes be created even if the customer has not fully licensed their Oracle database? Will it violate their licensing? Can you provide references to the Oracle documentation or Oracle licensing if the answer is 'yes they can create the indexes'?
