Flag "Negotieted" doesn't work in Sandboxes

Hi, I am facing the following issue,

I need to enable the flag "Negotieted" under "Currency" when creating a Purchase Requisitionin the environment "https://eiiv-dev5.fa.us6.oraclecloud.com".

To do so, I created a Sandbox and selected the box in the Page edit mod. However it doesn't appear neither in the sandbox nor in the system after publishing the sandbox.

As you can see in the images above the flag negotiated is ticked, but instead I have only "Negotiation Required"

Does anyone have any idea why this situation happens?
