Custom report ends with error ORA-01840: input value not long enough for date format

Hello Folks,

 

I have a custom report which a procedure used to insert element for employees based on SIT , and the report parameter is just Date from & Date to

The issue is report was working fine and suddenly ended with error ORA-01840: input value not long enough for date format

The weird thing is we just have a new fresh clone from production and the report ends normally on clone error only in production

Attached the procedure
