Regarding Licenses renewal...!!!

I have procure set of licenses long back, now i want to renew the ATS for some of the Module not complete set. Oracle is asking to terminate the licenses for the modules which I do not need to continue the ATS. Why do i need to terminate the existing licenses set for renewal?
