How Expense allocation works, when production qty is zero?

Oracle EBS R12

Version -12.1.3

If "Allocation Definition" has setup with Item with percentage.

But if there is no Production quantity or transactional quantity, then how the calculation will be done for those Zero quantity item for percentage allocation ?

Kindly explain the mechanism/exception.
